Gorgeously mounted, cloth-matted, and framed with a portrait and plaque to an overall size of 23 x 19. In fine condition, with light perimeter toning from prior display. On the same day, Lincoln issued an order for the draft of 200,000 men to support the Union effort during the Civil War.
