Partly-printed vellum DS as president, one page, 15.75 x 19.5, March 12, 1868. President Johnson appoints Cyrus W. Breed as "Master in the Navy from the 12th day of March 1868 in the service of the United States." Signed at the conclusion by Andrew Johnson, and countersigned by Gideon Welles as secretary of the Navy. Embossed blue seal affixed to lower center remains intact. In fine condition, with a few small stains to lower left blank area. Accompanied by a full letter of authenticity from PSA/DNA.
