The French Parliament appointed a liquidator, who created this company to study the financial and construction situation, and suggest what action to take - to dissolve the company, or continue the digging, either through a new company or refinancing the existing one. Why a company was formed is not obvious - its shares had no monetary value, and were unlikely to bring any return.
