(CIVIL WAR.) HALLECK, HENRY W. Autograph Letter Signed, "H.W. Halleck / Major Gen'l," to General Franz Sigel, explaining that procedure does not allow Theodore Augustus Meysenburg to be appointed except by the president, and suggesting that he draft a letter which Halleck would endorse for the purpose. 1 page, small 4to, "Head Quarters, Department of the Missouri" stationery; remnants of prior mounting at upper edge and along right edge verso, horizontal folds, minor scattered soiling. St. Louis, 4 February 1862

"Your letter . . . in relation to T.A. Meysenburg's appointment of Ass't Adj't Gen'l is received. Neither you nor I have any power to make such an appointment. If Mr. M[eysenburg] holds a commission in any company or regiment he can be detailed by you as Acting Ass't Adj't Gen'l. If not in service he cannot be so detailed, and he can neither exercise military authority [n]or receive pay. The President alone can make such appointments. If you wish him appointed . . . address a letter to the Adj't Gen'l of the Army, & I will endorse it for the action of the President."
Theodore Augustus Meysenburg (1840-1901) served as Assistant Adjutant General in October of 1862, later serving on the staff of General Sigel in VA.
