AN EXCEPTIONAL COVER WITH BOTH THE FIRST AND SECOND SURCHARGE TYPES OF KIAUCHAU IN PAIRS ON REGISTERED COVER PAYING THE 45-PFENNIGS RATE TO SHANGHAI. ONE OF THE MOST SIGNIFICANT POSTAL HISTORY ARTIFACTS OF KIAUCHAU. WE HIGHLY DOUBT MANY COMBINATION COVERS EXIST -- ESPECIALLY PAYING THE CORRECT RATE.
