A rare and fine example of a 'Papal Grill' cover sent from France to Rome during this period. The normal first-weight-step rate for a letter sent from France to Italy was 40c. In return, Military personnel enjoyed a partial franchise in that their letters addressed to France would only have to pay only 20c. This item is unusual as it is rated at 50c.
