Muller was born in Haarlem. He learned to paint from his father, Pieter Mulier I, and traveled to Italy, working in Rome (1656–1670) , Genoa (1670–1684) and northern Italy until his death in Milan. Carlo Antonio Tavella and Pietro Cignaroli (active in 1716 in Milan) were among his pupils. He is known his Italian-style landscapes in the manner of Thomas Wijck. Expertise by prof. Camillo Manzitti.
