Woodrow Wilson Promotes Future WWII Rear Admiral on the Eve of WWI

1p document signed by 28th U.S. President Woodrow Wilson (1856-1924) as "Woodrow Wilson" at lower right. Signed at Washington, D.C. on August 13, 1915. Countersigned by Josephus Daniels (1862-1948), U.S. Secretary of the Navy, as "Josephus Daniels" at lower left, and also signed in the docket by a registrar. Partly handwritten and partly printed on paper. An embossed blue "United States of America Navy Department" seal is found at lower left. Expected quarter folds. Isolated foxing and minor stains. Scattered winkles, else near fine. 14.75" x 17.875."

President Wilson appointed Ernest D. McWhorter "Lieutenant in the Navy."

Ernest Doyle McWhorter (1884-1950) was a decorated veteran of both World Wars. He graduated from the U.S. Naval Academy at Annapolis in 1907. Less than two years after receiving this promotion to the rank of lieutenant, McWhorter served with distinction during World War I, when he commanded the U.S. Submarine K-5 on anti-uboat patrol duty in the Atlantic Ocean. McWhorter was issued the Navy Cross in acknowledgement of "exceptionally meritorious service in a duty of great responsibility in command" after shepherding several small craft from the submarine division he commanded between the Azores Islands and Bermuda in difficult winter weather. Later on in his navy career, McWhorter commanded the aircraft carrier U.S.S. Yorktown (CV-5). McWhorter retired from the U.S. Navy as a Rear Admiral in April 1944, after serving the first few years of World War II in the Atlantic Fleet.
