In response, the Edah HaCharedit attempted to approve independent "one-time slaughters" to break the Rabbinate's monopoly, and even imported meat from Haredi slaughter from external sources to provide an alternative.
Rabbi Frank managed the campaign with a firm hand to fortify the standing of the Chief Rabbinate and protect the standard of Kashrut. He repelled the requests for approval of independent and one-time slaughters by the Edah HaCharedit, and demanded the convening of a general rabbinical assembly to block the move.
In Iyar 1937, Rabbi Frank issued a severe warning letter to all those engaged in the work of slaughter, in which he forbade them from receiving a salary, compensation, or benefit directly from the butchers.
And a special denial by the holy Rabbi Yisrael of Husiatyn: the testimony of Rabbi Shmuel Heilprin, who visited Rabbi Yisrael and heard from him a denial of the claims published as if he had participated in the Zionist Congress, or that he refrained from participating in the gathering of the Knessia Gedolah of Agudath Israel due to being a supporter of Zionism. In his words, he stated: 'And I am neither a Zionist nor Mizrachi, and what I have not done until now for Agudath Israel is not because I oppose, God forbid, their method and path, but only private reasons prevented me'.

בתגובה, ניסתה העדה החרדית לאשר "שחיטות חד-פעמיות" עצמאיות כדי לשבור את המונופול של הרבנות, ואף ייבאה בשר משחיטה חרדית ממקורות חיצוניים כדי לספק אלטרנטיבה.
הרב פרנק ניהל את המערכה ביד תקיפה כדי לבצר את מעמד הרבנות הראשית ולהגן על רמת הכשרות, הוא הדף את הבקשות לאישור שחיטות עצמאיות וחד-פעמיות על ידי העדה החרדית, ודרש לכנס אסיפת רבנים כללית כדי לחסום את המהלך.
