2x Bill Clinton TLS as Governor!
TLS

A pair of Typed Letters Signed (TLS) by Bill Clinton as Governor of Arkansas, each on official State of Arkansas, Office of the Governor letterhead and addressed to Gloria J. O'Donnell of Mercersburg, Pennsylvania. The first, dated August 24, 1989, thanks O'Donnell for remembering Clinton on his birthday and is signed "Bill" in blue ink above his typed name. The second, dated July 6, 1990, congratulates O'Donnell on her success with the Career Development Center and discusses the possibility of her returning to Arkansas for a visit; it is likewise signed "Bill" in blue ink. O'Donnell was a member of his original campaign for Congressman in the mid-70s and later during his governmental years in Arkansas. Following O'Donnell's role on Clinton's Arkansas campaigns, the two would remain pen pals well into his presidential years and beyond. This letter comes directly from her collection. Accompanied by the original envelope. Each measures 7.25 x 10.5 inches.

The first letter reads in full

Dear Gloria:

You were so nice to remember me on my birthday.

I enjoyed your card and appreciate the good wishes. It was a terrific birthday. Thanks for remembering.

Sincerely,

Bill"

The second letter reads

"Dear Gloria:

I am delighted to hear from you and to have an update on your activities.

Congratulations upon your successes with the Career Development Center. It is well deserved.

As you can imagine, my schedule changes almost daily and often at the last minute. In general, when you come to Arkansas, and I hope it will be possible to visit.

Sincerely,

Bill"

At the time these letters were written, Clinton was in the lengthy second period of his governorship, which ran from January 1983 until December 1992; he had previously served from 1979 to 1981. The National Governors Association records that he was reelected in 1984, 1986, and 1990 and that his gubernatorial priorities included economic development and education. The 1990 letter's interest in O'Donnell's work with a Career Development Center is therefore particularly appropriate to the policy environment in which Clinton was then serving, although the correspondence itself is personal rather than a statement of policy. These letters also date from an important stage in Clinton's emergence as a national political figure. He had chaired the National Governors Association in 1986-1987 and was active in national discussions of education, welfare, and economic policy. Written roughly two and three years before the 1992 presidential election where Clinton would become the 42nd President of the United States.
