ALEXANDER III: (1845-1894) Emperor of Russia 1881-94. Father of Tsar Nicholas II. A good D.S., ` Alexander´, in Cyrillic, two pages, folio, Gatchina, 1st of November 1890, to Eugene Ravasse, in Cyrillic. The document is a decree to the Chapter of Russian Imperial and Royal Orders, to issue insignias and credentials to the Knights and bestowing the Imperial and Royal Order of Saint Stanislas to French Engineer Eugene Ravasse. The decree bears to the heading "Decree to the Chapter of Russian Imperial and Royal Orders", and states ` Upon the testimony of the Minister of Finance regarding the particularly useful work of the owner of a mechanical factory in Paris, the French subject and engineer Eugene Ravasse, in the preparation of government documents for the expedition, We have graciously bestowed upon him the title of Knight of the Imperial and Royal Order of St Stanislaus, Second Class. We hereby command the Chapter to issue to this knight the insignia of the Order and the certificate pertaining thereto.´ Countersigned by the Russian Minister of Finances Ivan Vyshnegradsky. VG
