The All-Russian Extraordinary Commission (VChK) was established on the 7th of December, 1917 as a government body of the «dictatorship of the proletariat». The main purpose of the commission was combating counterrevolution and sabotage. VChK also functioned as an intelligence, counterintelligence, and domestic intelligence. From 1921 VChK also eradicated homelessness and child neglect.

On the 6th of February, 1922, VChK was liquidated, and its authority was transmitted to State Political Directorate, which later was renamed as Joint State Political Directorate (OGPU). Combating counterrevolution in any of its demonstrations remained the main purpose of the body. OGPU exercised special military units, responsible for the oppression of mass disorders and combating banditry. In addition, the organization was responsible for railway lines and waterways security, preventing contraband and illegal border-crossing by Soviet citizens, implementation of special orders of VTsIK and the Council of People's Commissars of the Soviet Union. OGPU’s powers were massively extended on the 9th of May, 1924. OGPU gained control over police forces and the criminal investigation department.

Felix Dzerzhinsky was the director of these organizations until his death on the 20th of July, 1926. His successor was the former people’s commissar of finances, Vyacheslav Menzhinsky.
