Betty was born November 10, 1932 in Albany, MO to Joe and Doris Pickering. She grew up in Albany and graduated from Albany High School. Betty married Elton Phillips on September 2, 1950 and they moved to the Kansas City area. They owned and operated their own restaurant, Victory Junction. She was a member of Landmark Missionary Baptist; her husband Elton was a retired minister. Betty was a very talented artist and painter.
