Secretary of Defense McNamara, at least annually, testified before the Defense Appropriation subcommittee of which I was a member (1953–1964). This subcommittee of House Appropriations Committee handled all funding, personnel and military policy of the Pentagon. Secretary of Defense McNamara always testified in favor of the Vietnam policies and decisions of Presidents Kennedy and Johnson. I am surprised by his comments in his new book."
