Signed at the bottom left by KIRILL MAZUROV (1914 - 1989), Belarusian Soviet politician who served as the First Deputy Chairman of the Council of Ministers from 1967 to 1978, and First Secretary of the Communist Party of Belarus from 1956 to 1965.
