He studied at the Ontario College of Art, studying under: John William Beatty, J.E.H. MacDonald, F.S. Challener, Charles William Jefferys, and Fred Haines. He worked as an illustrator for MacLean's magazine, and also taught at his Alma Mater, the Ontario College of Arts. Franklin Arbuckle’s paintings are held in numerous public, corporate and private collections, including the National Gallery of Canada and the Art Gallery of Ontario.
