Dear Secretary General:

On behalf of the American people, I thank you and the members of the North Atlantic Treaty Organization for the deployment of airborne early warning aircraft over the United States as part of Operation Noble Eagle. We are deeply grateful for your support. The attacks on the United States of September 11, 2001, shocked our Nation, and the American people will always remember the friendship and support of our NATO Allies at this difficult time.

For 220 days, NATO aircrews from 12 nations flew missions to help patrol the skies over the United States. They lived among us, worked with us, and helped protect us. They implemented, for the first time, the commitment to collective defense that binds us together as an alliance of free nations.

As these aircraft now return home, I thank the crews and support personnel, their families, and all the men and women serving in the armed forces of NATO countries for their dedication to our common defense and to the cause of freedom. Thank you for your leadership.

The terrorist attacks on September 11, 2001 (short 9/11 or English 9/11) were four coordinated airplane hijackings followed by suicide attacks on symbolic civilian and military buildings in the United States of America. They were planned by the Islamist terrorist network al-Qaeda under the leadership of Osama bin Laden and carried out by 19 of its members, including 15 Saudi Arabian nationals. The attacks claimed 2,996 lives and are sometimes interpreted as a turning point in the history of the conflict between the Western and Arab worlds.

Operation Noble Eagle (ONE) is a United States and Canadian military operation related to homeland security and support of federal, state, and local authorities. The operation began on September 11, 2001, in response to the September 11 attacks.

Operation Noble Eagle began with the mobilization of thousands of National Guard and Reserve forces to conduct security missions at military installations, airports, and other potential targets such as bridges, power plants, and port facilities. These reservists were called to active duty under a mobilization authority known as partial mobilization (10 USC 12302) . During a time of national emergency declared by the President of the United States, partial mobilization authorizes the President to order members of the Ready Reserve to active duty for a period not exceeding 24 consecutive months. In addition, in 2001 and 2002, thousands of National Guard members were deployed to provide additional security at airports by order of their respective governors. They were called up under Title 32 of the United States Code, meaning they were under state control but received federal pay and benefits. The Royal Canadian Air Force helped defend the United States' northern border. The U. S. Army's 759th Military Police Battalion, 144th Military Police Company, and 177th Military Police Brigade were assigned the task of protecting the White House, the Pentagon, and the Capitol, along with other Army National Guard units tasked with protecting the White House, the Pentagon, and the U. S. Air Force (USAF) air defense perimeter around the National Capital Region.
