H. E. Godwin (American, d. 1874) Whoa! There! Whoa! Whoa!, Philadelphia Inquirer newspaper cartoon, circa 1900 India ink on heavyweight paper 18 x 13-1x2 inches (45.7 x 34.3 cm) (image) Signed lower right: H.E. Godwin By 1900 Harry Earl Godwin was well-established as an illustrator and cartoonist working at a variety of newspapers in Pennsylvania, primarily in Pittsburgh. In 1901 he moved to the Boston Post and later to the Philadelphia Inquirer. In the early years of the new century Godwin created Sunday comics series that bore various titles, including Sly Sam and Shy Sue, Crazy Charlie, Jack Horner, Dorothy and Bess. Some of his comics work was published in other newspapers via the McClure Syndicate. This editorial cartoon published in the Philadelphia Inquirer addresses the difficulties the United States encountered in attempting to govern the Philippines after the Spanish-American War. The US acquired that Asian nation from Spain in the Treaty of Paris, 1898, and by early 1899 fighting had broken out between American forces and Filipino nationalists led by Emilio Aguinaldo. The war lasted three years, and the turmoil is reflected in this cartoon as Uncle Sam finds he cannot control the "Philippines" horse that is yoked to his cart.
