In 1883, the German Wilhelm Baron Wolff von Gudenberg[1] , who had learned the craft at De Porceleyne Fles, founded the N. V. 's-Gravenhaagsche Kunstaardewerkfabriek in Boekhorststraat, with the aim of imitating blue and colored Old Delft pottery. In 1884 Th. A. C. Colenbrander is the artistic director of the factory. The designs he made were revolutionary. The products from that time are still considered highlights in the Dutch pottery industry.

In 1885, due to complaints about nuisance, the company moved to the edge of The Hague, the Zuid-Buitensingel, later called Buitenom. In 1887 the company was named N. V. Haagsche Plateelbakkerij Rozenburg, after the name of the dilapidated country estate Rozenburg. After the departure of Wolff von Gudenberg in 1889, Colonel Willem Joannes Julius Docters van Leeuwen was appointed acting director. The factory only managed to operate without a loss for the first time in 1894 under director Alexander Vosmaer (1866-1944) , who took over in 1892. But he rewarded himself too richly and was fired. After the difficult first period, J. Jurriaan Kok was appointed as director in 1895. Both the ceramic quality and the decorations improved. These decors were more lively, with birds and fish, sometimes in combination with flowers, in contrast to the previous dark floral decors.
