A typed letter signed by former President Herbert Hoover concerning Finnish War Aid. 1p, measuring 7.25" x 10.5", no place of origin, dated December 12, 1939. Signed "Herbert Hoover" on personal letterhead, addressed to William Cavalier. Hoover thanks Cavalier for his note, but declines a request to "do as you suggest". He instead states that he will be leaving that evening "for New York in pursuit of Finnish Relief." With flattened mail folds and a bold signature.

Herbert Hoover served as the 34th President of the United States from 1929 to 1933. He lost his bid for a second term to Franklin Delano Roosevelt in 1932. In December 1939, Hoover and others formed the Finnish Relief Fund to aid Finnish civilians and refugees after the Soviet Union had started the Winter War. The Soviets invaded Finland on November 30, 1939, which had sparked outrage among the American people. By the end of January, the fund had already sent more than two million dollars to the Finnish people.
