Horacio Garcia was a disciple of Thomas Jacques Somerscales, and his influence is clear when the present work is compared with another oil offered by Bonhams (The Marine Sale, 24 March 2009, lot 29) showing an almost identical composition by Somerscales.
He was an officer in the Chilean Navy, circa 1910. Notably, his painting of the USF Constitution is in the collection of the White House, gifted to the Secretary of State on a visit to Chile on behalf of the President of Chile for President Franklin D. Roosevelt.
