J. Q. Adams Signed Circular re: Immigrant Statistics
DS

A partially printed circular from John Quincy Adams as Secretary of State, concerning new regulations for foreign vessels containing immigrants. 1p, measuring 7" x 8.5", Washington, D.C., November 30, 1819. Boldly signed as "J. Q. Adams" in the lower right and addressed to customs collector Howard H. Cushing at the Port of New London, Connecticut. The document directs Cushing that all foreign passenger ships are required to provide a list of people coming into the United States under the Steerage Act of 1819. Featuring a blank list printed on verso. Exhibits uneven toning and flattened folds, with isolated soiling to the right of signature. Evidence of prior mounting along right side edge of verso. Overall, very good.

The Steerage Act of 1819, also called the Manifest of Immigrants Act, was the first such law regulating the conditions of transportation used by people arriving and departing by sea. In addition, the act would require a ship's captain to deliver and report a list of their passengers' demographic information to the port collector, which would then be reviewed by Congress as immigration statistics.

This item comes with a Certificate from John Reznikoff, a premier authenticator for both major 3rd party authentication services, PSA and JSA (James Spence Authentications), as well as numerous auction houses.
