Jim Larrick (American, b. 1943) Partly Cloudy with a Chance of Flurries..., Columbus Dispatch newspaper cartoon, 1989 India ink, blue pencil, gouache on heavyweight paper 11-1x4 x 14-3x4 inches (28.6 x 37.5 cm) (image) Signed upper left: Larrick Uncle Sam leans into the wind and snow of the "S & L Bailout Costs" in this original editorial cartoon by Jim Larrick that was published in the Columbus Dispatch and syndicated to other newspapers by Newspaper Enterprise Association. Beginning in the mid-1980s Saving and Loan institutions in the US were under severe pressure from high interest rates, long-term mortgages issued at much-lower rates, a decline in property values, mismanagement, and, in a few cases, fraud. Approximately one-third of the institutions failed, and the US government was on the hook to savers whose accounts could not be paid by their S & L. Jim Larrick first worked in journalism at The Clarion-Ledger in Jackson, Mississippi as a cartoonist and reporter. He moved to Columbus, Ohio and his work began to appear in the Columbus Dispatch in 1982; he remained with the paper as lead editorial cartoonist to 2004. This original is inscribed and signed "To Murray Harris — with best wishes — Jim Larrick" in the top margin.
