One of the major highlights of Kennedy’s Presidency was the eventual 1963 signing of the nuclear test ban treaty with China that reduced the Cold War rhetoric. These notes were probably written prior to the Test Ban Treaty and seem to go over US options in dealing with the threat of nuclear weapons.
