Wellcome III, p. 380. A fine copy of Keate's controversial report. Thomas Keate (1745-1821) was appointed surgeon-general to the army in 1798 and his report highlighted failings by the medical board in irregular and inappropriate appointments, wasteful practice, opening unnecessary hospitals etc, but was blamed in part for the failings and the Army Medical Board was dissolved in 1809.
