John Beard (noted as 'Baird' on the Medal Roll) is confirmed with entitlement to these two clasps - a unique combination to the 23rd Regiment of Foot (Royal Welsh Fuzileers), who saw much service during the French Revolutionary and Napoleonic Wars.
