Collier 15 Newspaper and magazine cartoonist and illustrator Nathan L. Collier created this delightful editorial cartoon of Uncle Sam, Mama Congress, and a starving U.S. Navy in 1915 for the Chicago Daily Journal. With World War I raging in Europe American preparedness was a major issue, and the Naval Appropriations Act of 1915, signed into law on March 3, provided critical funding for the U.S. Navy. It authorized the construction of new warships and specifically allocated $1 million for the development and operation of aircraft for naval purposes. Nate Collier began his career in cartooning in 1906, and he worked at several newspapers and as a free-lance cartoonist and illustrator for prominent magazines such as Judge, Life, The New Yorker, The Saturday Evening Post, and Harper's Weekly. In addition, he worked in the production of early animated cartoons based on popular comic strips. His work was syndicated to newspapers nationwide. In this period his editorial cartoons were published in the Chicago Daily Journal. HID03101062020 © 2026 Heritage Auctions | All Rights Reserved www.HA.comxTexasAuctioneerLicenseNotice
