Nixon writes to Milbank on his Office of the Vice President letterhead, in part, “Before the inaugural day passes, I want to take this opportunity to express my appreciation to you for your very thoughtful letter of November 9. I have often heard him say in my presence when a tough problem came up, that he wanted to get your views on the situation before expressing a final conclusion. This is about as high a rating a man could get in my book.”
