The official and detailed report of the Belgian Investigation Committee established by order of the Prince Regent on December 13, 1944 with the goal of prosecuting Nazi war criminals. The committee investigated the crimes committed in Belgium or abroad to the detriment of Belgian citizens. Due to the multiplicity of German crimes and the different ways of perpetrating them, the committee issued several reports, with each report dealing with a specific part of the Nazi crimes.The report before us deals with the arrest, deportation and execution of hostages. It shows how the Germans violated Article 43 of the Hague Convention, which obligates an occupying power to take all measures to ensure public order and prohibits any hostile action against the occupied population. In the occupation of Belgium, the Germans deported Belgian citizens to concentration camps in Germany as hostages, imprisoned people in fortresses, barracks, cellars under harsh conditions of hunger and cold, executed them without trial in various ways. Dozens of cases of hostages executed are described here by name, circumstances and precise dates.

The report's conclusions are based on several sources: statistical records established by the Germans in December 1944 listing hostage executions in 1942, 1943 and 1944; lists titled "reprisal executions of prisoners" including full identities of victims, lists of Resistance actions following which the Nazis carried out retaliatory actions, German press clips publicizing hostage arrests and executions, police reports compiled by the Belgian authorities, General von Falkenhausen's testimony in Nuremberg; correspondence between the committee and legal bodies, the German decree from August 26, 1941 signed by General von Falkenhausen declaring that all political prisoners in Belgium were considered de facto hostages, and more.
