Both presentation certificates attesting to the integrity and ability of the named recipients, [private citizens] and with the Presidential Seal of the United States. The first, presented and signed by President Gerald R. Ford, January 31, 1975, appointing the recipient to the Presidents Biomedical Research Panel, further signed by Henry Kissinger, The Secretary of State. The second, presented and signed by President Jimmy Carter, dated April 11, 1979, for the recipients appointment to the Presidents Commission to assist in determining the cause of the Accident at Three Mile Island, further signed by Cyrus Vance, The Secretary of State.
