The letter related to the appointment by the Rebbe of Kossov of R. David Weissblum as assistant Shochet in Tzefas, which was opposed by another Shochet in the community. The letter sheds light on conditions in Tzefas and the operations of the Kollel and its financial support to members.

Rabbi Moshe Hager, son of Rabbi Yaakov Shimshon of Kossov and son-in-law of (I) Rabbi Avraham Yehoshua Heshel of Bazilia and (II) Rabbi Avraham Menachem Steinberg of Brody – author of Machzeh Avraham. Succeeded his father as Rebbe to the chassidim of Kossov as well as being appointed Rabbi of the town. Famous as a poel yeshuos and for his modesty and dignified and refined character. President of the Kossov Kollel in Tzefas and actively involved in supporting the poor in Eretz Yisrael, as shown in this letter.
