Rare broadside laying out various rules and regulations for immigrants seeking to settle in Mexico. Articles 1 to 5 relate to passports. Article 6 forbids foreigners from buying land. Article 7 makes an exemption for silver mines. Article 8 validates the Colonization Law of 18 August 1824. Article 9 allows foreigners to buy land with permits, with conditions. 25% of colonists must be Mexicans. In seven years the land must be individually divided. The Empresario can only hold 16 square leagues of land. If the property is illegally acquired any Mexican can claim it. No copies are listed in OCLC.

Article 1 states "Para que los estrangeros puedan introducirse y transitar por el territorio mexicano, es necessario que obtengan pasaporte del Gobierno general."
