Hayes adds an ink mark to the margin on the fourth page, denoting a passage about reform of the civil service. In very good to fine condition, with creasing to the covers, dampstaining (unobtrusive on the cover but evident on the interior pages), and a "Library of Lawrence E. Miller" blindstamp to the final page. Accompanied by a custom-made presentation folder with gilt spine titling.
