Theodore Roosevelt (1858-1919). Partial printed, partial manuscript military document signed as 26th U.S. President, appointing William H. Tobin as Captain in the Artillery Corps, 1p, 21" x 16", Washington, D.C., May 2, 1907. Countersigned by future president William H. Taft as Secretary of War, "Wm. H. Taft". Intact blue paper seal at lower left. Expected folds and creasing. Light toning with discoloration along right blank margin. Bold and elegant signature with a minor smudge at the "t" of "Roosevelt". Overall, in near fine condition with excellent display quality.

William H. Tobin (1864-1948) was born in Middleborough, Massachusetts. He was awarded the Army Distinguished Service Medal on July 9, 1918 for his meritorious service during World War I. As Commander of the Army Artillery Park of the 1st Army, American Expeditionary Forces, Colonel Tobin contributed in a marked degree to the success of the artillery of the 1st Army during the St. Mihiel and Meuse-Argonne offensives.
