While occasionally lacking a solid definition, a Victory Girl was typically a young woman or teenager who patriotically offered her services during the war. By World War II, this term would come to be synonymous with a “good time girl;” however, here, it still maintains all the wholesomeness expected in a Penfield poster by simply showcasing a girl rowing her way toward (American) victory amidst the choppy waters.
