The Liberty Bond issues for the First World War, were conceived by the Secretary of the Treasury, William Gibbs McAdoo, to defray the costs of the War and spread out the payments over time. The 4 US war bonds were issued in April and October 1917, and in April and September 1918, with a further Victory Bond in April 1919. In all these Bonds raised 25 billion dollars for the War effort.
