Neatly signed at the conclusion by President Lincoln and countersigned by Secretary of War Edwin M. Stanton. The blue seal affixed to the upper left remains intact. Affixed to a same-size board and in very good condition, with trimmed edges, some scattered stains, and light overall soiling.
