Congress passed the Conscription Act in March 1863, but Lincoln did not issue the first calls for troops until July. This call--issued during the Battle of Gettysburg--is notable for being the first one issued for Massachusetts. By war's end, Massachusetts would furnish almost 150,000 troops.
