The author is described as "Secretaire du Cabinet du Roi de France" on the title and Toussaint Rose is cited by Cioranescu as being such. He was Court Secretary to Mazarin and the second occupant of the second seat at the Académie Français. The one hundred and eighty-three letters in the work give a comprehensive view of Court business in the latter part of the 17th century.
